Total Quality Management: Implications for Central and Eastern Europe

This article describes total quality management strategies and practices that might prove most useful in Central and Eastern Europe. While many political, social, and economic forces contributed to this revolution in varying degrees, modern information and telecommunication technologies played a major role in discrediting communist ideology. Cut off as it was from the world scientific community, the Soviet Union found itself slipping further behind other world powers in these technologies. The results ranging from inferior weaponry to outmoded production systems made a sham of the political promises made since the Revolution. The Central/Eastern European countries obviously have an incredible number of problems to overcome before they can claim status as world-class enterprises. The third world countries need not take the winding trial-and-error path that many newly industrialized nations have followed. There are lessons of success and failure that can be used as guides. Up-to-date technologies and information on effective management approaches are available.
